What Form N-400 is

uscis.gov says naturalization is the process of becoming a U.S. citizen if you were born outside of the United States, and to use this form to apply for naturalization if you meet the eligibility requirements. USCIS has a separate page on those requirements. RepeatForm cannot tell you whether you are eligible.

Download the current form and check the edition

The USCIS page shows the edition date (01/20/25 at the time of writing), which is also at the bottom of each page of the form and instructions. All pages must be from the same edition, and if any page is missing or from a different edition, USCIS may reject the form. RepeatForm does not supply the blank form: get it from uscis.gov.

File online or by mail

USCIS says you generally have two options: online or by mail (paper). To file online you create a USCIS online account, which also lets you pay the fee online, check your case status and respond to requests for evidence. If you file online there is no PDF to fill in. This page is for the paper form. If you mail it, USCIS says to check its Direct Filing Addresses for Form N-400 page, and that your case may take longer if you do not use the right address.

Fees, reduced fee and fee waiver

Fees are on the USCIS Fee Schedule page, so this page does not state one. USCIS says you cannot file online if you are requesting a fee waiver or a reduced fee: you must file a paper Form N-400 with the appropriate request and evidence. USCIS's filing tips explain how Part 10 is completed for each route and that a fee waiver request uses Form I-912 or a written request.

Going through the form

The form asks about you, your permanent residence, your time outside the United States, your family and your work and school history, among other parts, and ends with your signature and any interpreter or preparer. USCIS publishes an optional checklist of documents, for example a copy of both sides of your Permanent Resident Card, current marriage certificate and any divorce or death certificates for prior marriages, if they apply. USCIS says not to submit that checklist with the form. RepeatForm does not choose any answer or tell you what evidence to send: see the N-400 instructions. USCIS also says to sign your form and that it will reject any unsigned form.

Using the same details on a new copy

Upload the N-400 you completed and a blank one; RepeatForm carries the matching answers across; you review them, then preview the PDF free.

What carries over

  • ✓Your name, date of birth, A-Number and other personal details that match in both copies
  • ✓Addresses, family details and history answers that match in both copies. Check every one; dates and facts change over time
  • ✓Anything else that matches in both copies. Check it yourself

What never carries over

  • ✓Your signature. The signature boxes stay blank for you to sign. The signing date can carry from your completed copy, so check it and replace it. USCIS says it rejects any unsigned form.
  • ✓Anything USCIS prints and locks on the form, including the barcode. If the barcode would be out of date for the new details, you see a notice: "The barcode on this form won't update. USCIS may ask for a newly printed copy."
  • ✓Anything in your completed copy that does not appear in the blank form.
  • ✓Evidence and the fee. Those are separate from the form and are yours to prepare.

If USCIS has a new edition

USCIS updates the form from time to time. Carrying an older copy into the current edition works for many answers, but some fields are renamed or moved and match only partly, so check every field after a new edition.

USCIS lists a copy of your Permanent Resident Card with the N-400 documents. To replace a card, see Form I-90.

Good to know

  • ✓You review every carried-over answer. RepeatForm does not guarantee the form is correct and cannot promise USCIS will accept it.
  • ✓RepeatForm is not a law firm and does not give immigration or legal advice. It cannot tell you whether you are eligible, when to apply, how to answer a question about your history, or what fee you owe. Use the USCIS page and the form instructions.
  • ✓RepeatForm does not send your application to USCIS.
  • ✓The form includes a barcode that RepeatForm cannot update.
  • ✓It works with digital, text-selectable PDFs only. Scans, photos and handwriting are not supported.
  • ✓Same or recent editions work best. If the form changed you may get fewer matches, so check the preview carefully and get the current form from uscis.gov.
